PNP Human Rights Development Program
For the project cooperation with the Philippine National Police Human Rights Affairs Office (PNP HRAO), assistance is being provided mainly in the area of human rights education and training to further enhance the capability of police officers, including Human Rights Desks Officers nationwide, on rights-based policing in accordance with the rule of law and respect for human rights.
The activities include Training of Trainers on Human Rights, Human Rights Deepening Seminar, Roll-out or Echo Training Seminars by Human Rights Desk Officers, Para-Legal Training Workshop, Research and Publications, among others. It is envisioned that graduates of the Trainer’s Training Program on Human Rights will spearhead future trainings towards enhancing human rights competencies among police personnel. To date, a total of 141 police personnel, including Human Rights Desk Officers, completed the Trainer’s Training Program representing all PNP offices nationwide.
These training programs were developed jointly with the University of the Philippines (UP) Institute of Human Rights, Ateneo Human Rights Center and Commission on Human Rights (CHR) with initial support from the United Nations Development Programme (UNDP).
Community-Based Dialogue Sessions on Human Rights Promotion and Protection between the AFP and PNP, and CSOs and Local Communities
The partnership with ALG, BSAF, the AFP and PNP is focused on the implementation of community-based dialogue sessions on human rights between the Armed Forces of the Philippines and the Philippine National Police (through their human rights and civil relations offices), and Civil Society Organizations (CSOs) and Local Communities, to contribute to the improvement of the human rights situation in the Philippines primarily through the enhancement of the relationship between the AFP and PNP, on one hand, and local communities and CSOs, on the other hand in the common effort to promote and protect human rights. Three dialogue sessions have been conducted so far covering Regions XI, V and VI held in Davao City, Naga City and Iloilo City, respectively.
The focal participants for one or both these projects are uniformed and non-uniformed officers/personnel from AFP and PNP as well as the regional directors/officers of the Commission on Human Rights and key representatives of people’s organizations, non-government organizations, religious/church-based groups, local leaders, academic institutions, and concerned government offices/agencies.
Complementary to these undertakings, funding support is being provided to special projects related to peace, democracy and human rights organized by relevant institutions such as the Supreme Court of the Philippines (SC).
